Building Division

COVID-19 Process Changes:

  • Building division will continue to receive permit applications and plans by appointment. Please call 503-831-3571 to schedule an appointment. We strongly encourage you to apply online through the e-permitting system. Homeowners can now apply online as well. Click the following links for more information:
  • We encourage you to submit plans electronically. If you are unable to do so, we have temporary use of the Library’s book return bin located outside the rear entrance to the library. It is labeled "Building Permit Plans Drop-off". The Library Book Drop-Off  Box should be able to accommodate folded or rolled plans of substantial size.  The slot is about six inches.
  • Building inspections for new construction will continue to operate as usual.

Our office hours are Monday through Thursday, 8:00 a.m. to 5:00 p.m and Friday 8:00 a.m. to 12:00 p.m. During the week, Building staff are occasionally away from the office responding to inspections requests.

If Building staff are unavailable, you may leave a detailed message and they will return your call as soon as possible.

Design Standards

Current design standards are as follows:
  • Ultimate Design Wind Speed: 120 mph (Risk Category II), Exposure B
  • Seismic Design Category: D1
  • Snow Load: 25 psf
  • Frost Depth 12 inches
  • Soil Classification: Geotechnical Report is required to determine soil conditions
